In an ocean world, even enemies have to play fair. You and your rival battle for control of the Four Fleets, the last remnant of ancient Earth. Make shrewd deals, build stable ground and clean the ocean. Then you will truly run Seastead! With the survival of humanity at stake, sabotaging your rival would endanger too much! So in Seastead, many of your actions will also help your opponent; you just have to make sure you don't help them too much.

Each turn you either dive to gain resources or build a building from your player mat with your resources. When you dive, you draw a card with two different resource pools to choose from, with the resources you don't choose going to your opponent! When you build a building, you add it to one of the four central flotilla tiles to unlock bonuses and abilities - just try to use them before your opponent can! Seastead features double-sided flotilla tiles, a variety of special cards and multiple building paths to create endless strategies to explore!
